Origin
Ian Mercer is a prominent antagonist in "Pirates of the Caribbean: Dead Man's Chest" and "Pirates of the Caribbean: At World's End". Serving under Lord Cutler Beckett, Mercer handles many of Beckett's most ruthless tasks, including the murder of Weatherby Swann, Elizabeth Swann’s father.
In "Dead Man's Chest", Mercer arrives in Port Royal with Beckett to apprehend Will Turner, Elizabeth Swann, and James Norrington for their piracy activities. Mercer witnesses Beckett’s deal with Turner, which leads to the situation where Turner must procure Jack Sparrow's compass or face execution alongside Elizabeth. Later, Mercer is tasked with capturing Elizabeth, who is supposedly on the run. When he discovers that Elizabeth is not in the carriage he surrounds, he refocuses his efforts.
In "At World's End", Mercer is assigned the crucial responsibility of safeguarding Davy Jones' heart. He accompanies Jones aboard the Flying Dutchman to ensure that Jones complies with Beckett’s orders. Mercer shows visible hesitation about participating in the final battle at the maelstrom. Seizing this moment of doubt, Jones uses his tentacles to overpower Mercer, ensnaring him in a horrifying display. Tentacles invade Mercer’s mouth, nose, and eye, while others retrieve the keys to Jones' chest. After this brutal encounter, Mercer collapses lifelessly onto the deck.

Origin
The Prison Dog is a notable character from the Pirates of the Caribbean franchise, originally featured in the theme park attractions and later included in the films. In the park rides, the dog is depicted holding keys in its mouth while being approached by imprisoned pirates who unsuccessfully attempt to coax it closer to their cells.
In the films, the Prison Dog is featured as a resident of the Fort Charles prison in Port Royal, Jamaica. It is later kidnapped by Pintel and Ragetti, only to be abandoned on Isla de Pelegostos. Eventually, the dog comes into the possession of Captain Edward Teague, who uses it to guard the keys to the Pirate’s Code.
